Mr. Monsma has over 20 years of planning experience focusing on facility master planning, forecasting and needs assessments. Mr. Monsma brings an evidence-based, data driven analysis for clients, incorporating sophisticated projection modeling for short and long term forecasts. These forecasts are incorporated in master plans and needs assessment for local, state and international clients in the arenas of jail and detention facilities, courts, law enforcement facilities and local government facilities. As a planner, Mr. Monsma has worked in the transportation sector in Kalamazoo, Michigan and land use and environmental planning with the Michigan Department of Natural Resources and Great Lakes Fishery Trust. Mr. Monsma’s overall experience brings a unique perspective to each study. Mr. Monsma is a member of the American Institute of Certified Planners, earning this designation in 2013.

State of Oaxaca, Mexico – State Penitentiary Master Plan
Mr. Monsma created a dynamic database of historic data and developed long range detention beds forecasts for the State of Oaxaca, Mexico.
Great Lakes Fishery Trust
Mr. Monsma helped guide the creation of the Great Lakes Fishery Trust (www.glft.org) in the 1990s. The Great Lakes Fishery Trust was created in 1996 as a part of a court settlement for fish losses at the Ludington Pumped Storage Plant hydroelectric facility jointly owned by Consumers Power Company (now Consumers Energy) and the Detroit Edison Company (now DTE Energy).
